This is an independent what-if: if the cargo carve-out were removed tomorrow, how much of the bid period would survive? Congress is currently considering exactly that question (H.R. 7526, the Safe Skies Act; H.R. 7191, the Fatigued Pilot Protection Act). Reading the failures. Numbers such as 0281 are pairing (trip) identifiers in the pack. Sleep-room means the line is legal only if the carrier schedules ≥2 h suitable-accommodation rest during each consecutive night duty (§117.27's 5-night option). Line-caused failures come from how trips were placed on the line and could be fixed by line construction; all others are inherent in the pairing itself.

Line types with no times attached (RSSA ×6, RSSB ×8, RSVA ×14, RSVB ×7, RSVC ×2, VOR ×3, VTO ×5 — 45 lines) are excluded throughout: they carry no evaluable assignments.

Roughly a third more pairing starts, a deadhead pair for every split, and about 788 additional credit hours in rig and deadhead pay for the same flying. The 23 pairings that exceed Table B could not be fixed by splitting — their 672:37 of credit is left for the company to re-time. Days off barely move: the cost is pairing count, deadhead volume, premium pay, and schedule redesign.

Both documents mirror the layout of the published bid reports, with the Part 117 duty-by-duty check shown for every pairing. Synthetic deadheads are placeholders timed to satisfy rest requirements, not real flight schedules.
